SBA's Office of the Chief Information Officer was established on December 1, 1998, in accordance with statutory and policy requirements stemming from the Clinger-Cohen Act (also referred to as the Information Technology Management Reform Act), OMB Circular A-130, “Management of Federal Information Resources,” and the Paperwork Reduction Act of 1995. The OCIO organization had formerly been SBA’s Office of Information Resources Management.
The Chief Information Officer (CIO) is responsible for strategic execution and management of Agency-wide functions related to information technology as outlined in the Act and subsequent regulatory and policy guidance. SBA's CIO reports to the SBA Administrator and Deputy Administrator, and advises SBA senior managers on the strategic use of information technology (IT) to support core business processes and to achieve mission critical goals.
The CIO chairs the Business Technology Investment Council (BTIC), composed of senior Agency executives and district office directors. The BTIC is SBA’s IT investment review body and acts as the corporate advisory board for the Agency’s information technology investment portfolio. As outlined in the Act, the BTIC and its advisory committee are charged with overseeing the selection, control and evaluation of SBA’s major IT investment initiatives.
At SBA, the OCIO staff and managers cover a broad information technology landscape, from policy to operations, including these activities:
- Day-to-day operations and oversight of SBA’s mission-focused systems.
- Develop and implement information technology and information management policies.
- Coordinate information technology investment strategy and capital planning.
- Manage the Agency’s comprehensive information security and information privacy program.
- Maintain and manage SBA’s IT Infrastructure, including computer networks, telecommunications, Internet presence, and the standard office automation environment.
- Develop and implement SBA's Enterprise (IT) Architecture.
- Implement SBA's data management program.
- Identify and oversee IT-driven business process improvement opportunities.
- Develop and implement IT performance and outcome measures.
- Review systems integration, performance and design efficiency.
- Develop, implement, and participate in electronic government initiatives under the Government Paperwork Elimination Act (GPEA).
- Annually assess SBA’s information technology employee competencies and skills.
- Fulfill all responsibilities otherwise directed toward Chief Information Officers by law, regulation or policy.
