Chase joins the SBA after a decade serving with the Department of Homeland Security. SBA is committed to recruiting the best possible candidates, and as a career executive Chase brings a depth of experience and leadership to the SBA team.
As part of DHS since its inception, Chase has been part of leadership teams in multiple DHS components and programs. Prior to joining the SBA, Chase was the Chief Technology Officer (CTO) for the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Program, focusing on emerging identity and biometrics solutions for the Nation. Chase also served as the Chief Information Officer for National Protection and Programs Directorate (NPPD), where he was responsible for information technology policy and programs for all component operations (Office of Cyber Security and Communications (CS&C), Office of Infrastructure Protection (IP), US-VISIT Program, Office of Risk Management and Analysis (RMA), and the Federal Protective Service (FPS). Chase served previously with US-VISIT as the Assistant Director for the Information Technology Management (ITM) Division, where he provided overall management of information resources and IT operations. Additionally, Chase’s career work has included program manager for the DHS Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Information System (SEVIS) program, and as program manager for the ICE modernization program, ATLAS. Prior to his work with DHS, he worked at the Federal Communications Commission (FCC) where he was a part of the Wireless Telecommunications Bureau, Spectrum Auctions Program, as well as private sector consulting.
Mr. Garwood served in the United States Army with the 3rd Armored Cavalry Regiment and in the Army Reserves with the 450th Civil Affairs Battalion (Airborne). He holds a Juris Doctor from Ohio Northern University, a B.S. in Management from the University of Florida and an e-Commerce Graduate Certificate from the University of Virginia. He also holds a Carnegie Mellon University Federal CIO Certification and is a recipient of the Federal Computer Week’s 2008 Federal 100 Award. He is a member of the Virginia Bar and the ACT/IAC/ Partners Program and served on the Board of Directors for the Down Syndrome Association of Northern Virginia (2005 – 2007). Chase is married and has two children.
