Promote operational effectiveness, accountability and transparency within the SBA by developing, coordinating, and maintaining Agency efforts to transition to an outcome-oriented, customer-focused, employee-enabled, more accountable and transparent organization. 

Summary of Responsibilities

The Performance Management Office supports the Agency’s strategic planning and prepares accountability and performance reports to include the following:

• Coordinate agency efforts in preparing budget, performance, financial and strategic planning reports to include:
  • Annual Financial Report and Summary of Performance & Financial Information report
  • Annual Performance Budget – OMB Submission and the Congressional Budget Justification
  • Implement/Update Agency 4 Year Strategic Plan and OCFO Strategic Plan
  • Weekly, Monthly and Quarterly executive dashboards

• Align resources and Action Plans to Priority Goals and strategies:
  • Annual Performance Plans
  • Agency Priority Goals

• Coordinate management reviews:
  • Support Quarterly agency performance reviews

• Consult with program and support offices on goals, measures, metrics and targets.
• Perform data analysis and prepare reports that are used to drive management decisions.

GPRA Modernization Act

• The GPRA Modernization Act requires agencies:
  • To establish Agency Priority Goals
  • Quarterly reporting (including measures and milestones)
  • Quarterly reviews including identification of risk and performance improvement actions

• SBA has identified four Agency Priority Goals for FY2012 and FY 2013 (view here)
  • Process business loans efficiently by increasing the use of electronic application
  • Process Disaster Assistance applications efficiently by reducing the loan process times
  • Increase small business participating in government contracting
  • Grow the deployment of long term capital in our Small Business Investment Company program
