Robert J. Blaney, a native of western New York, is a graduate of the State University College of New York at Buffalo.

Robert Blaney was a deputy sheriff with the Erie County Sheriff's Department and was vice-president of an insurance brokerage. In 1985, he was appointed administrative assistant to congressman Jack Kemp. He managed Kemp's district offices and political operations until January 1989.

In March of 1989 Robert Blaney joined the U.S. Small Business Administration as a regional public affairs officer and was responsible for agency public affairs in New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. He was also appointed acting deputy associate administrator for the agency's office of public communications in Washington. In July, 1990 he was reassigned to the newly created Buffalo District Office in the capacity of business development specialist and was promoted to assistant district director in July, 1991. In July of 1992 he was promoted to associate district director for business development and was responsible for womens' business ownership programs, international trade, business education and training initiatives for New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. In July of 1994 he was promoted to assistant district director for economic development in the Buffalo District and was responsible for all aspects of the agency's lending, servicing, liquidation and economic promotion programs. In July of 1995 he was competitively selected as one of five people in the country to participate in the district director candidate development program. He was the first in his class to graduate and while in the program served as District Director in Las Vegas, Nevada, Lubbock, Texas, Albuquerque, New Mexico and as deputy district director in Newark, New Jersey, Los Angeles, California and San Juan, Puerto Rico.
