Shortly after obtaining its 8(a) certification, HX5 received its first 8(a) government contract award, a $3.5 million contract to provide research and development support services to the Engineer Research and Development Center in Vicksburg, MS, the Army Corps of Engineers’ premier R&D organization. Within weeks of the 8(a) award, HX5 faced limited credit and lending options as a result of the economic recession happening at the time. The Company was in need of credit to sustain its operations. Despite the challenging environment, Ms. Howard was able to leverage an SBA guaranteed Patriot Express loan in the amount of $350,000 to ensure sufficient working capital was in place for HX5. Ms. Howard has been recognized for her job creation achievements by the U.S. Small Business Administration through the SBA 100 list, which lauds small business owners across the Country who have created over 100 jobs after receiving SBA assistance. Pegine had a small motivational speaking business in New York, which was adversely impacted by the events of September 11, 2001. She was forced to change her direction due to a loss of revenue, but Pegine did not give up; instead she focused on building a business with multiple streams of income. Today, Team Pegine, Inc. is a multi-million dollar business, with 5 full-time employees, 2 part-time employees, and over 1,000 people who work on various projects as contractors.
Always dressed in black and with lots of “bling”, Pegine refers to herself as a Pirate Captain, who likes to steal people’s limitations. Pegine credits part of her success to the resources offered by the U.S. Small Business Administration. In addition to being a certified 8(a) company, Team Pegine has received counseling from SBA resource partners including the Small Business Development Center, SCORE, Jacksonville Women’s Business Center, and the Procurement Technical Assistance Center. Her business is located at the Beaver Street Enterprise Center, a business incubator, and a SBA community partner.
In her free time, Pegine created a foundation for Veterans called Success4Vets, which helps to develop the leadership skills of enlisted members and officers transitioning to civilian life, by providing them with opportunities to organize community service projects geared towards Vietnam era Veterans. Once a project is completed, the organizing project member of Success4Vets is eligible to access grant money for professional development.
Pegine has also produced a documentary about Vietnam Veterans and the 50th year commemoration ceremony that will premiere in May of 2013, and then subsequently be stored through the National Archives and Records Administration. Pegine said the contract she won in May of last year has been the conduit which makes her want to give back to Vietnam Veterans and current Veterans.
