Mark S. Hayward

Mark S. Hayward was appointed District Director of the Rhode Island District Office in March 2000. He served as the Acting District Director since early 1999, and joined the Rhode Island District Office as Deputy Director in 1991.

Hayward most recently served as acting regional administrator for New England from August 2004 through April 2005. He also served simultaneously as acting director of the Massachusetts District Office from February 2004 through April 2005.

Hayward supervises a staff of 9 professional employees, and is responsible for the management and delivery of the SBA’s financial and technical assistance programs for the state of Rhode Island.

The Rhode Island District Office in Fiscal Year 04 exceeded all of the Emerging Markets lending goals with 1139 loans with a volume of $106.6 million.

Hayward has initiated and developed outreach programs to enhance the Emerging Markets initiatives, including an expanded Minority Enterprise Development Week, and Rhode Island Salute to Small Business.

Mark began his career in federal service in 1982 and was appointed the U.S. Small Business Administration‘s Acting Chief Counsel for Advocacy in 1990. Hayward has also served with the Environmental Protection Agency, and Department of Interior.

He is a native of East Providence, Rhode Island and holds a Bachelor of Arts degree from Providence College.
