Elliott Cooper has served as the District Director of the U.S. Small Business Administration's South Carolina District Office in Columbia since April 7, 1991. Before joining SBA, he was employed in real estate and banking.

Mr. Cooper was raised in Columbia, South Carolina. He graduated from The Citadel and completed Executive Development studies at the University of Georgia and Graduate School of Business at Indiana University. Mr. Cooper has also completed a program in Economic Development conducted by the South Carolina Economic Developers' School.
