Mr. William Clark Kent opened BTL Technologies, Inc. in 2005 after retiring from the U.S. Air Force and serving his country for over 22 years. BTL provides medical and management services/staffing as well as IT management technologies. With one employee and after the first contract award in 2006, the company began climbing the preverbal ladder of success.
In the past two years, BTL Technologies has grown by 200% creating approximately seventy jobs in 8 different states. Certifications through the Small Business Administration‘s 8(a) Business Development Program and small disadvantaged business and the Veteran’s Administration’s service disabled veteran program has opened doors for BTL in the federal contracting arena. The company’s recent growth has been primarily in support of the United States Army facilitating Medical Administration Professionals, Virtualization Enterprise Information Technology Specialists and Communication’s Experts to the U.S. Army Medical Division and the U.S. Army Medical Command, gaining a total of $6M in new federal contracts going into FY2011. An ardent supporter of the Warfighter, BTL has been pivotal to advancing the mission of both the U.S. Air Force and U.S. Army in the health care arena.
Through its marketing efforts, BTL was able to get a foot on the General Services Administration’s Federal Supply Schedules securing IT and medical services contract awards. BTL has invested in software systems to provide audit support into their accounting practices and in talented individuals in the field.

Mr. Kent recognizes that diligent preparation and attention to detail are essential to long term, effectual contract performance with its customers. A perfect example is when BTL provided and performed successfully on an IT service contract to the Medical Information Services Flight at Malcolm Grow Medical Center, Andrews AFB and for more than three years, provided healthcare professionals to augment the Wilford Hall Medical Center Medical Evaluation Board. Because BTL has a specialized body of knowledge and understanding for performing government contracts, Team BTL has ensured a seamless transition, a high-level of performance and assurance that customer requirements are satisfactorily met.
While access to capital is always a challenge, Mr. Kent has met this obstacle “head-on” and turned it into an opportunity. Four years ago, when the banks scarcely expressed interest in investing in BTL, other options had to be pursued. Mr. Kent sought financial assistance from Randolph-Brooks Federal Credit Union. In 2007, the credit union approved a loan under the SBA Patriot Express program in the amount of $100,000 and then another under the SBA Express program for $50,000 followed by an increase to the line of credit close to $400,000.00.

Dr. Justin Kim owner of Trinity Vision Center continues to get the assistance he needs through SBA and its loan programs. He started his eye care center right before the economic down turn by utilizing the Patriot Express Loan Program for leasehold improvements, equipment and inventory. As he continued to operate and develop his clientele he experienced a need for more working capital that would allow him the flexibility to increase his marketing efforts in a time of economic uncertainty.
The Recovery Act came at the perfect time for many small businesses and the opportunities it delivered help Dr. Kim. Randolph Brooks Federal Credit Union, known for its financial loan assistance to veteran-owned small businesses, provided the capital Kim needed. The credit union was able to receive a higher guaranty percentage of 90 percent and waive the borrower fee. Randolph Brooks Federal Credit Union received an award during National Small Business Week 2009 for its loan activity support to the San Antonio military community with the use of SBA’s Patriot Express Loan Program.

In November 2010, the U.S. Small Business Administration (SBA), San Antonio District Office accepted a sole source 8(a) set-aside offer from the Department of Health & Human Services, Center for Disease Control & Prevention for 8(a) firm, P3S Corporation. The Recovery Act project award, earmarked at $332,095 for one base year, will provide technical support service management, collections, evaluation, and data analysis for meningococcal and pneumococcal vaccine effectiveness and other vaccine-preventable diseases. The contract allowed the initial creation of 4 new jobs with potential for more in optional years if funding continues.
