District Director, Calvin Davis, Comments on SBA Leadership Change
SBA Administrator, Karen Mills, and SBA Deputy Administrator, Marie C. Johns, recently announced they will be vacating their positions with the Agency. Both women indicated that they will remain in their positions until replacements have been selected.
West Texas District Office District Director, Calvin Davis, said, "We will miss the leadership of Ms. Mills and Ms. Johns and we are appreciative of their outstanding work on behalf of America's small business owners and entrepreneurs". He stated, "The SBA West Texas District Office will continue with its mission to strengthen our economy by helping to start, build, and grow small businesses throughout West Texas. And, with the help of our extensive network of public and private partners, we will deliver our services through the provision of financial assistance, procurement assistance, and business counseling and training".
Effective December 17, 2012, The Office of Financial Assistance announced the 2nd Quarter "Peg" Rate, Direct Interest Rate, and Maximum Interest Rate of a Third Party Lender Loan for a 504 Project. Click here to view SBA Information Notice 5000-1259.

Issuance of SOP 50 57 - 7(a) Loan Servicing & Liquidation
SOP 50 50 (4) and SOP 50 51 (3) have been combined into SOP 50-57 (Servicing and Liquidation). SOP 50 50 (4) covers loan servicing activities and SOP 50 51 (3) covers liquidation activities. SOP 50-57 can be found by going into SBA’s webpage, www.sba.gov/for-lenders or you can go directly to http://www.sba.gov/lender-documentation-tool?type=sops to access the SOP. However, please be aware, the SOP 50 57, 7(a) Loan Servicing and Liquidation does not go into effect until 03-01-13. Until 03-01-13, you will continue to use SOP 50 50 (4) and 50 51 (3). SBA Information Notice 5000-1260 - Small Loan Advantage Alternative Loan Authorization
SBA recently released SBA Information Notice 5000-1260 (effective date 12/21/2012). This Notice announced a change to SBA's Standard Operating Procedures (SOP). The notice states that SOP 50 10 5(E) has been updated to permit certain lenders in the Small Loan Advantage (SLA) program to use an alternative Loan Authorization. This alternative Loan Authorization may be used by Preferred Lender Program (PLP) lenders using their PLP authority to secure SBA-guaranteed loans. Click here to read more.
SBA Information Notice 5000-1265 - Electronic Fingerprint Submissions
SBA Information Notice 5000-1265 (effective date 2/1/13) announced that Electronic Fingerprint Submission may now be used in connection with SBA Form 912 and SBA Form 1081 background checks in the 7(a), 504 loan and surety bond programs. This program enhancement is expected to expedite background checks required in connection with Agency loan and surety bond programs. Click here to view the notice in its entirety.
