SBA Deputy CIO Charles T. McClam

 

Charles T. McClam, a member of the Senior Executive Service, is the Deputy Chief Information Officer, U.S. Small Business Administration, Washington, D.C.  He directs the design, development, and implementation of a $90 million integrated information resources management program in existing and planned contracts and infrastructure support; and, enforces Agency-wide information technology policies, including the formulation of the Agency’s information resources management and associated information technology procurement plans, IRM Strategic Plan,  the FISMA Information System Security Program, and other activities to ensure the effective administration and operations of a sound, viable, and highly integrated IRM program through collaboration with the Agency’s internal and external stakeholders, customers, and users at all levels.  He exercises life cycle management oversight responsibilities for the acquisition of technology initiatives throughout the selection, evaluation, and control phases as well as the competitive selection process and the execution of performance-based acquisitions, and ensures that proper management controls are in place throughout the contract’s performance period of the service.

Mr. McClam began his federal career as a service member of the U.S Army and a computer programmer with the Department of the Army 1978.  He later transitioned to a number of senior positions of increasing responsibility at the Joint Chiefs of Staff (JCS) and the Office of the Secretary of Defense at the Pentagon, Washington, DC.  These positions included special assistant to the Director, Command, Control, Communications, and Computers (C4) Policies and Plans, deputy director for the JCS/J-5 Computer Operations Center, and special assistant to the Assistant Secretary, Command, Control, Communications and Intelligence, C3I Acquisitions, the Pentagon, Washington, DC.  In 1990, Mr. McClam was selected for an assignment to the Central Intelligence Agency, where he served as special assistant to the Director, Office of Information Technology, Washington, DC for the application of client-server technology.  He was one of a handful of civilians that was privileged to manage and oversee the successful establishment and implementation of Year 2000 code renovations programs for the Departments of Justice and Treasury.  Mr. McClam served on the Headquarters U.S. Army Staff in the Office of the Assistant Secretary of the Army, C4 in a number of key positions from senior computer specialist to special assistant, C4 acquisition management specialist to the Director, C4 Policies and Plans.  He later served as a member of the senior executive service as the Director, Compliance Systems at the Internal Revenue Service, where he was responsible for providing the leadership and project direction to design, develop, implement, and maintain the IRS’ tax enforcement collection systems.  Additionally, he oversaw the design, development, and deployment of the nation’s first e-Services tax administration system.  Further, he served as the Director, Research and Management Systems Development at the IRS, where he oversaw the establishment of the Agency’s 1-Stop Shop concept for information technology and program management support for the design, development, and implementation of modernized tax compliance and enforcement solutions.

Mr. McClam joined the US Small Business Administration in July 2005 as the Deputy Chief Information Officer and was quickly appointed to the position of Acting, Chief Information Officer to oversee the implementation of the Capital Planning and Investment Control processes and to ensure the effective and efficient operations of the Agency’s information technology enterprise.  He also served as the assistant director for information management and security to the Assistant Attorney General for Administration, where he oversaw the Department’s Year 2000 program prior to his appointment to the Senior Executive Service.  Mr. McClam assumed his current position in April 2006.

Mr. McClam received his B.A. Degree in Urban Studies from Voorhees College in 1978, and his M.P.A. Degree in Public Policy from the Troy University in 1992.  He completed Advanced Graduate Programs of study in the fields of Information Technology and Contracts Procurement and Management from the University of Southern California and the Florida Institute of Technology, respectively.  He is also a graduate of the Massachusetts Institute of Technology Sloan School of Management.  Additionally, he completed the Leadership for a Democratic Society in 1994, Federal Executive Institute, Charlottesville, Va.
