Director of the Office of Credit Risk Management Biography Mr. Hooper became the Director of the Office of Credit Risk Management in February 2006. Mr. Hooper is responsible for the oversight of SBA’s 7(a) and 504 lending partners, and for the analysis and evaluation of SBA's 7(a) and 504 loan guaranty programs. This includes managing SBA’s lender reviews, monitoring the agency’s guaranteed loan risk, and reviewing lenders’ portfolios for risk. Moreover, he coordinates all headquarters and field office activities with respect to lender oversight including Small Business Lending Companies (SBLCs); lenders in the Preferred Lender Program (PLP) regular lenders and Certified Development Companies (CDCs). He, also, has responsibility to evaluate new programs and changes to existing programs to assess their risk potential and required oversight. Finally, he staffs and supports the operations of SBA's Lender Oversight Committee. He has a staff of financial analysts in Washington, DC and a review staff in Kansas City, Missouri. Prior to joining the SBA, Mr. Hooper spent 16 years at the Government National Mortgage Association (Ginnie Mae). His last position at Ginnie Mae was as Director of the Monitoring Division, where he supervised the oversight of more than 300 lenders, performed risk analysis on a portfolio of more than $425 billion in Mortgage-Backed Securities guaranteed by Ginnie Mae, and managed a portfolio of approximately $300 million in loan assets acquired by the agency. Prior to that, Mr. Hooper was an Account Executive and Senior Account Executive, managing Ginnie Mae’s relationships with some of the largest mortgage lenders in the United States. He began his career in the government as a Mortgage Securities Specialist for Ginnie Mae, where he helped manage the agency’s portfolio of acquired loan assets. Mr. Hooper received a Bachelors degree in Political Science, and a Master in Public Administration, from The American University in Washington, D.C. He received a Juris Doctorate from George Washington University Law School, also in Washington D.C. |
