Foreword

It is difficult to imagine today, but nearly 20 years ago the research and statistics then available on small business were judged inadequate for the task of molding an informed policy toward this vital sector of the U.S. economy.

This situation led Congress in 1976 to charge the SBA's Office of Advocacy with the mission to study the role of small business in the American economy, analyze the needs of small business in maintaining and increasing its competitive strength, and work for policies and programs that will create a healthier environment for small business.

This volume is the key to research that has been conducted as a result of that congressional mandate of 18 years ago. Over the years this research has proved to be not only a rich resource for policy makers at every level of government, but has formed the intellectual underpinning for several legislative and regulatory initiatives that have taken place in the intervening years.

It is my hope that the information you find in these and future reports submitted to the SBA will contribute to the continued fostering of a healthy environment for small business.
