The Urban Mass Transportation Act of 1964 stated that elderly and handicapped persons have the same rights as others to use mass transit. This led to the creation of a subsidized Para transit network that hurt small business in New England, according to this study. Small businesses are faced with a submarket that may not be broad enough to support many existing firms.

This study examines the impact of the equal employment opportunity provisions of the Rehabilitation Act of 1973 on the cost structure of small businesses and employment opportunities for the handicapped. The study observes that the impact of the regulations will depend in part upon the degree of enforcement, how terms such as "handicapped individual" and "reasonable accommodation" are defined, and the size of the regulated business.
