EPA extends comment periods for proposed rules: Third Party Certification Framework for the Formaldehyde Standards for Composite Wood Products and Formaldehyde Emissions Standards for Composite Wood Products.

The Environmental Protection Agency extends comment periods for proposed rules: Third Party Certification Framework for the Formaldehyde Standards for Composite Wood Products for 16 days and Formaldehyde Emissions Standards for Composite Wood Products for 30 days.  Public comments are now due August 26, 2013 and September 9, 2013, respectively. 

On June 10, 2013, EPA issued proposed rules in the Federal Register concerning formaldehyde emissions standards for composite wood products.  Today’s Federal Register notices extend the comment periods from August 9, 2013 to August 26th, 2013 for the Third-Party Certification Framework for the Formaldehyde Standards for Composite Wood Products proposed rule and from August 9, 2013 to September 9, 2013 for the Formaldehyde Emissions Standards for Composite Wood Products proposed rule.  EPA had received numerous requests for an extension.

In the Third-Party Standards proposed rule EPA is proposing a framework for a TSCA Title VI Third-Party Certification Program for composite wood products.  The proposed rule identifies the roles and responsibilities of the third party certifiers and the accreditation bodies involved, as well as the criteria for participation in the TSCA Title VI Third-Party Certification Program.

The Formaldehyde Emissions Standards proposed rule will implement the statutory formaldehyde emission standards for hardwood plywood, medium-density fiberboard, and particleboard sold, supplied, offered for sale, or manufactured (including imported) in the United States.  Amongst other provisions, EPA is also including provisions related to laminated products, products made with no-added formaldehyde or ultra low-emitting formaldehyde resins, testing, requirements, labeling, and recordkeeping.  

Public comments for the Third-Party Certification Framework for the Formaldehyde Standards for Composite Wood Products are due by midnight on August 26th, 2013.  Public comments for Formaldehyde Emissions Standards for Composite Wood Products are due by midnight on September 9, 2013.
