Working with the federal government can provide many opportunities to small businesses. To help business owners work effectively with government, the Office of Government and General Contracting works with Government Contracting and Business Development (GC/BD) program offices and others to develop policies, regulations, and statutory changes. This effort is focused on creating an environment where maximum participation by small business&mdash;including disadvantaged and women-owned businesses&mdash;can be achieved through support such as financing, training, counseling, communication, and procurement and legislative policies.</p>

The Historically Underutilized Business Zones (HUBZone) program helps small businesses in urban and rural communities gain preferential access to federal procurement opportunities. These preferences go to small businesses that obtain HUBZone certification in part by employing staff who live in a HUBZone. The company must also maintain a "principal office" in one of these specially designated areas.

The Federal Government has strict guidelines regulating its purchase of goods and services.
