I am considering a 24 hour child care service, but I'm in need of much needed information. I live in kern county -what steps are required and how do I go about obtaining the necessary paper work?

Check out the California Small Business Guide to learn more about starting a business in that state.
You can use the Permit Me Tool to generate a list of relevant licenses and permits you will need for your business. I plugged in 'California' and 'child care services' and got this list.
