8a, Any real Benefit to the Bigs?

As an 8(a) company, we have been trying to get a mentor Protégé agreement with some Manufacturers/ Prime Government contractors to no avail. Prime contractors do not really care because most of them have exclusive agreement with major manufacturers and as such taking the small 8a firms out of the equation. They do not meet their 20-30% agreement to use small/disadvantaged businesses because the Government does not have adequate staff to monitor and make sure these contract terms are adhered to. I have heard many 8a firms graduating without a single contract. Manufacturers on the other hand are happy with the agreement because they can get their money upfront from the large businesses, they get large others which minimizes paper work and the time to deal with many smaller firms. These trend continues to negate the intent of the Federal Government to increase and assist smaller businesses to grow. This is where the real employment takes place. The more businesses the smalls get, they increase their labor force, whereas the Bigs use their money to buy Private jets and expensive gifts and vacations.
