If no government grant exists for financial research on alternative energy companies, can I write up and submit a grant proposal? To whom should we submit the grant proposal idea???

Most government agencies do not accept unsolicited grant proposals, so preparing one could be a waste of your time. You would need to find a contact in an agency and contact them to find out if there is a need for your idea. If there is, they can tell you how to proceed.

Yes it is very important to have a contact in the appropriate department.
Thus the importance of networking with others in your field.
Try to meet as many people as possible, because connections beget connections.
And its good to have someone on your side.
