Allowed help in a restaurant

I have come across a question regarding unpaid human assistance within a business. Let's use the example of a restaurant.
I believe that it is NOT legal for the owner of a restaurant to allow their 10 year old child to help in the different areas of the restaurant.
The opposing argument is that the owner owns the business, it is legally their business and therefore they can allow anyone of any age to help provided that the Child Labor Laws are not violated.
So, the questions I have are:
Is it legal for the owner of a restaurant to allow their 10 year old child to help at the restaurant?
Is it legal for the owner of a restaurant to allow their 10 year old child to just hang around during business hours, wandering where ever when ever?
