Are non-US citizens eligible for government loans or grants given to new start ups?

Hi there,
I was wondering if non-US citizens were eligible for US government loans or
grants given to new start up businesses or be eligible for certain incentives
and reforms?
I want to start an online eco-tourism travel website in Puerto Rico and I
plan to move there as well. I have been looking at Puerto Rico Top 10
http://www.puertoricodoesitbetter.com/en/Documents/TopTenDB.pdf and there are
incentives and reforms for businesses in tourism and tax reforms for
individuals. Would I qualify for these?
