My company was 4 minutes late to a bid opening due to the owners car having a flat tire. Since we were late our bid was not considered, is there any law that covers us for this? When we got to the bid opening our bid was opened and we were the low bidder so if not for the flat tire we would have won the bid with no problem. I appreciate any advise. Thank you!!!
As per my knowledge, Under no circumstances will late bids be accepted, regardless of the reason. All bids must be received by the bid opening date and time shown on the bid document. If a bid is delayed by actions of the agency, and this delay prejudices a vendor, then the agency must cancel the solicitation and rebid.

It would create chaos, if they start bending the rules due to unforeseen incident such as your flat tire. People could easily under bid the rest and submit the bid late and just make some excuse (I didnt say that you are one) and ofcourse win the contract.
I believe they acted justly and with no bias, you should take this circumtance as a learning experience and not be bitter. It is no one's flaut they are just observing fair practice.

When bidding on a contract, you have to follow the instructions exactly. In many cases, the bids are time stamped when received. Legally, if your bid was late and the contract was awarded to you, the other bidders could challenge the award and it might be taken from you.
Sorry that you missed out on this bidding you were in. I am sure you felt frustrated over this situation. It seems silly that they wouldn't look at your bid, but I know rules are there for a purpose and like others have pointed out. Law suits from other bidders could open up a can of worms.
Like others of said before, learn from this and move on to the next bid.
