Is there any guidance, law, or reference information that requires Prime
Contractors to follow the Set-aside FAR requirements in FAR Part 19? Our
Small Business Plan does not contain Set-asides, but now the Government is
requiring that we "a prime contractor" set-aside our procurements to small
businesses under $150K. Can anyone help?

Bill Gormley's thesis that 'Socioeconomic Programs are an opportunity for everyone not just small businesses' is interesting. My firm's experience working the large firms on Small Business Set Asides (SBSA) is mixed. There are many SBSA opportunities that really require large company expertise. The difficulty is that subcontracting to a large business is often like a mouse marrying an elephant. Surviving the honeymoon can be tricky.
