I heard if I open a business in NV that I don't have to pay taxes. Is this true? If so if I actually operate online will this be a problem if I am based in another state?

Nevada doesn't have state income tax, but you would still need to pay federal income taxes and any applicable sales tax. If you physically live in another state, you may have a problem registering your business in NV. If you don't live there, then you would need to have a registered agent who is in NV. Depending on your business's income, you may not save enough to make it worth the costs involved.
