I think no one knows exactly the laws of Ingersol Rand in WI except those who is or was working there. BUt i think it's depends on company to company to allow cell phone, if project is something very serious so may be company doesn't allow. But i feel there should me some indirect number to reach him in any urgency.

I'm not familiar with WI laws but getting issued a phone is not usually a mandatory company policy. Most companies I know of do not issue phones to people just because they are going away unless they require it for company use.

I agree, a cell phone is essencial in a business trip. I always got one from my boss and it was the main point of contact for both work and personal matters. I recentry read there si actually a law which requires you to pay taxes when using a company cell phone for personal purposes. Can you imagine that?
