Can I start a business as a foreign national WITH a US citizen.

I currently live & work in the US on an E3 visa (specialty visa for Australians). I would like to start a business with my friend, who is a US Citizen. Is it possible to do this? We would not be investing hundreds of thousands of dollars to start so I am not sure that the business visas apply to my situation. I can see that it is possible to start a business in the US as a foreign national but what is the process for starting a business WITH a US citizen. I can't seem to find any info on this. Thanks!!
