Can my license be DENIED when Opening a nonprofit CBRF for ex offenders inWisconsin

Thanks for all the excellent advice from the site!!! I amin the process of opening a CBRF nonprofit for ex-offenders, however when reading the state statues on the licensing procedure that is involved, I notice it says of course they check criminal bankgrounds along with checking your personal financial background. My question is this, can i be denied for my license if I have filed a bankruptcy but however have $15,000 in savings,with my own residential building and current on all personal bills?????
