Can a person with H1B visa register a company in USA

One of my friend wants to register a Business in USA but he's on a H1B Visa.

 

He's kids those were born in US but they're minor now.

 

Are there any options for him?

Nocole, Thanks for the information.   Consulating a Lawyer is definitely an option.   But do you have any idea about whether my friend can register a company with his kid's name (though minor), but US citizen and still become the care taker of the same company.
