CCR required or nice to have?

I'm trying to determine if registration in the CCR database is actually a REQUIREMENT to doing business with the government? If we have proposals ready for submission and a willing 'buyer', is this part of the steps necessary to complete the deal or merely a method to advertise ourselves for future business?

other government database systems. The intent was to combine most of the
databases onto one platform so users would visit only one site to take care
of their registrations. If you go to www.sam.gov you will be able to read
more about how to register. It also gives you instructions on what to do if
you already have a CCR account. There is an independent website that charges
fees for certifications. SAM.gov is the official site and is free.

besides-ccr.gov? That site wants to charge me. I registered with SAM and I
tried to register with CCR but no luck. I read a comment about CCR being a
hassle but it is Free, I need to know HOW to get this handled for FREE as
soon as possible. Please HELP ME. Thank you in advance
