The Government operates contract to contract and unless there is a long term
contract in that industry, there is always room and need for the government
to save money. This is why there is always government contract bidding
because companies try to get government contracts as they are stable in the
short term and the government wants the same service for the lowest cost.

recruiter agencies that sometimes act as middle men between the government
