Can I sell my software service from my business located in Pennsylvania to municipalities in Ohio and New York without being registered in those states?
Excellent information - I was always curious about these laws and restrictions on commerce between different municipalities

Thanks Nicole for the feedback. I did check with their state departments and our business would be considered a foreign entity/out-of-town business, so registration is required. By the way the Ohio people seemed either pretty clueless and/or just didn't want to be bothered. On the otherhand NY's Deputy Director Nancy Fischer of the Small Business Division was extremely helpful!

It depends - Some states may require that you 'qualify' your business to comply with the requirements for intrastate commerce (usually by filing paperwork/registration fee).
However, there are several exemptions for intrastate qualification, including telephone, mail, or online sales. Depending on the nature of your business and the states you choose to operate/sell in, your may or may not have to register. I would recommend that you check with NY's and Ohio's laws to see if your business qualifies for an exemption in either of those states.
