Considering Starting a Business due to layoff

Hello,
I'm new and just registered. I'm considering starting a business due to an upcoming layoff after 21 years on my job -- financial industry/customer service. I'm considering starting my own business -- whereby I would go to the customers home, place of business, nursing homes, women's fellowships etc. and do manicure and pedicure. I would also do parties ex. girls night out, tweens and teen's birthday parties etc.(Almost like a mobile service - but the customers location). At a reasonable price!!
However, I could not find any information regarding state &licenses in the state of North Carolina. All I want to do is basic pedicures & manicures and nothing else. Being that I would receive a nice continuous severance package for a year -- I wanted to start off on a part-time basis/small.
Could you please assist me with determining what's required by the state of NC for licenses etc. Also, please give me any feedback or suggestions you have concerning this business idea ASAP. Both positive and negative and pitfalls. Any help/feedback would be greatly appreciated.
