Co-packers or commercial kitchen?

Hi, I am starting my foods business and need a co-packer or commercial kitchen. I am totally new in this field and don't know if I should use a co-packer or a commercial kitchen. Does anybody can give me some ideas? Also is it requested that I have to use a licensed co-packer or a licensed commercial kitchen? Does the government can provide the list for the licensed co-packers or commercial kitchens?

thorough inspections. Cockroaches are big in the kitchen and so are ants. We
specialize in carpenter ant, termite, roach, rats, mice rodent extermination.
We find food areas to often be a problem area for businesses and homeowners.
Ants love the crumbs! I highly recommend routine pest control inspection from
a reputable company.
