I would like to know what countries are covered by the free trade agreement as of today. If a Government contract states Buy America Act would the Free Trade Agreement take precedent? Should a contract be set aside for small business and also state Buy America Act which would have precedence?
Currently, the US has Free Trade Agreements with 14 countries, with pending agreements to three countires. You can read more about free trade agreements on Trade.gov.
As for your other questions, I don't have specific knowledge of the precedence of those Acts. I would suggest consulting with a small business attorney.
