I am an independent freelance court reporter. I want to know how to and where to find information on bidding for contracts for court reporting services with different government agencies, i.e. the Department of Veterans Affairs (EEO affidavits/depositions) and the SBA (EEO affidavits/depositions). Also, firms taht have been awarded these contracts and need to employ court reporters.

Have you seen Business.gov's resources on Contracting Opportunities? There, you will find information on how to locate and bid on federal contracts.
There are also opportunities for contracting with state and local governments as well.
