Delaware Fees | What to do when they are not paid for a long time?

Hi,
A client registered a company many many years ago in Delaware (10-12 years I think). Due to problems with the registered agent, he didnt pay state fees for many years. I think RA just disappeared.
Now he has a backlog of fees to pay on this company.
He doesnt want to pay fees. He has no use for this company.
But he wants to set up a new company.
What is the proper procedure in this? Is there a government or state amnesty in these situations?
