I am trying to find out if a business landlord can force their tenants to park in an area that is not safe. There is NO lighting or security, multiple places for someone to hide from the place of business to the parcking lot and groups of people have been seen hanging out in the area after dark.
What would the correct angecy be to contact for clarification. This is in the state of Washington.

kbreynolds58 - I would recommend that you start with Washington State's Workplace Health and Safety Office. They should be able to point you in the right direction.
In lieu of worrying about the correct agency to contact, I would encourage you to discuss your concern with your immediate supervisor. You should request immediate remediation. If it is not forthcoming, I would encourage you to explicitly (i.e., place it in writing) identify your concerns to your employer. (It may be necessary to recruit other employees.) Your employer, once placed on formal-notice, will wish to mitigate liability, if for no other reason than to preclude unnecessary litigation.
