Can David Really Beat Goliath Anymore...

I have been running Web sites for years and have been trying to gain popularity as well as search engine ranking for many of them. Although I spend countless hours on link building and SEO optimization I never manage to reach higher than a PageRank 3 or rate what I consider acceptable for my chosen keywords.
I find that startups stand a slim chance in bucking the established businesses. While most successful internet companies have what seems to be an unlimited amount of money to spend on advertising (whether adwords or banner ads), and the backlinks to choke a horse, is it really practical to spend thousands of dollars trying to get ahead of them?
Or am I just missing something?

on SEO, build and establish a website that people love and people actually
want to use. I've seen some small lesser known websites giving some of the
bigger guys a run for their money. Work on creating an in depth plan and well
thought out strategy and stick to your guns.
