I am not sure if a registration department deals with such issues, but you
can do a little research first. Start with Better Business Bureau -
http://www.bbb.org/, check if they are a member, read reviews and complaints.
Next, check if they are a member of Chamber of Commerce. Google the company's
name to search for feed backs, do not rely to one-page reviews, I find active
forums more reliable. You can also ask the same question in business forums
where there is an on-going discussion and heavily moderated.
A friend of mine tried to start a business in the US couple of years back with the help of startanamericancompany.com. The business didn't succeed eventually but he said that they helped him start it really wonderfully. Good luck.
