a potential lawsuit

My wife was injured (fractured her femur) in a bowling alley when she bowled and fell on the approach. The owner of the bowling assured my wife and I that she would pay for the 27000 dollar operation my wife had to go through. The owner had no liability insurance. It has been about 2 months and the owner has already said that he or she has already tried one bank and got turned down. Is an owner of a bowling alley in Missouri required to carry insurance for customers? Can I or should I contact a lawyer? I don't want to create a hardship on the owner. Please reply. tyvm from Alan
