Selling to certain areas

Is it legal for an online retailer who also has brick and mortar stores to only sell online when there is not an actual store in the immediate vicinity of the consumer? For example, could a consumer who tries to order a product online be directed to the brick and mortar store whereas a customer in a different area of the country be able to order the same product online?
