Worker's Comp - required for Independent Contractors?

We are a small business in the entertainment world. Our performers are all Independent Contractors that have W9's signed. Our actual office has 6 employees (W2's) and is based in Ohio. Our performers work in all the 48 states. Our Insurance company recently performed an audit and raised our Worker's Comp insurance premium by over 500%. They said we had to keep worker's comp coverage for all independent contractors in all the states. If the 'independent contractor' is considered 'self employed' why are we having to foot the bill for worker's comp? Is it regulated by state? If so, where could I find that information for each state? Anyone with any knowledge on this would be greatly appreciated. We have a HUGE insurance premium due in 10 days, which, being a small business, are NOT prepared for! Thanks.
