My friend and I were actually thinking of providing writing services. We are considering of hiring telecommuters in the future. I wonder if there are any certain laws or provisions that cover this? Any thoughts?
Hire few good and quality writers of content/blogs/articles. They don't necessarily need to be at your office. They can work remotely.
I definitely agree with this. One of the most common mistakes employers make

they require all the work done in the office. Having employees work remotely
is one of the most practical thing to do nowadays. It should be considered by
every business out there.
For content/article writing, hire few good writers. They don't need to be
necessarily at your office. They can work from anywhere, but they should be
of high quality.
The threshold for issuing an IRS Form 1099 is $600. If you pay someone more than that for services and they are not incorporated, you must send a 1099 for work done in 2010.
Also, unless it's repealed, starting in 2012 you must send everyone (not just unincorporated companies) an IRS Form 1099 for work they did in 2011. Search '1099 rules 2012' and you'll see the outcry there.
When you talk with a tax professional, ask them about the limits of payment before you have to file that 1099. It's not immediately required to file a 1099 for paying for temporary help until you reach some threshold...it used to be around $3,000-ish, but that may have changed. Bring it up with a business tax pro and you'll get the right answer.

This is a gray area. Best answered by tax professional. However, we did deal with couple of freelancers from India last year. Every penny paid to them was claimed under consultant expenses.
