Which CRM system is best for small online businesses?

Hi all,
I have asked elsewhere in this forum specifics on outsourcing the sales function for a small internet start up. They have page one Google presence, but are not making enough sales prospect calls to sustain the business.
I think that of equal importance to my client is when the start making these calls, that they track targets and actual clients with accuracy etc. I have looked around and been told that two of the cheaper best options are act CRM and Sugar CRM . We are leaning towards the act version but the trick is that we do;t own our server and we want different staff to be able to update information to a central point in real time.
I have been told that there is a special internet version of the act application that allows people to log into one computer as the main one (as long as the router is turned on) but that it will cost at least $500 - $1000 per year per license not including set up fees. This cost for a small home based business is getting prohibitive, so my client has kind of stalled on that solution.
I was wondering how other small business owners, especially those wishing to update a central system online, handle their CRM needs?
