Sola Panel Business

I want to start a business that sells solar panels in my city. I don't plan
to make my own solar panels, so were would I get them from? What about
permits, licenses, patents? Am I able to buy solar panels from a big company
or manufacture and then sell them in my business? Would my business be a
corporation if I gather some money and then get the rest by selling stocks?

It sounds like you could benefit from counseling at a small business
development center or a SCORE office. Their services are free and they can
help you through the process of setting up your business in accordance with
the laws of your state.
To briefly answer some of your questions - you would obtain the solar panels
from a manufacturer or wholesaler. You don't need a patent because you are
not the inventor of the panels. You just need cash and a good credit rating.
For licenses and permits, you must first register your business name and
entity type (corporation, LLC, etc.) with your state or county agency that
handles such things. You will need a sales tax permit if your state collects
sales tax. You may need a local business license, obtained from your city
clerk, if your city licenses all business activities. You should also check
with planning and zoning before choosing a location for the business.
You probably will not be able to raise funds by selling stock. Stock sales
are highly regulated by both your state and the SEC. You will need to be in
business for a period of time and you must comply with many requirements.
