I'm wanting to sell electronic cigarettes. I will mainly just sell them to friends and family and maybe in trade shows or flea market booths. This is not a tobacco product but there is nicotine in the eCig. What type of licensing do I need? I just have no idea where to start. Someone please give me some guideance on this. Thanks!
Besides you licensing you should consider electronic cigarette insurance. The
product liability insurance is necessary. You may be sued if the device
malfunctions and explodes or if someone has an allergic reaction. Check with
Calco Commercial Insurance, they specialize in the e-cig industry and offer
premiums from $5,000 annually.

The sale of tobacco products of any type is highly regulated. To find the requirements in your state, you might do an internet search using the name of your state and the term "tobacco laws." In my state, the sale of tobacco products is handled through the Department of Health and Welfare. it will vary by state.
You will also probably have to obtain a tobacco sales permit from your state revenue or tax department.

I saw a news report about this and while these products are hot in Asa and seem to be widely available, the news report stated that such cigarettes are banned from the United States. I believe they utilize specialized cartridges that contain the nicotine and the issue is with the cartridge, not the electronic cigarette portion. What use is the electronic dispenser without that cartridge and I wouldn't mess around with selling any type of nicotine, which is highly controlled. Apart from the liability and other issues of interstate commerce in a controlled substance, I just dont know if this is a viable business. There are many greener pastures out there. I would suggest you look at another business idea.
