Do I need a business license? Freelancer/Contractor? Hobby?

I'm interested in starting an IT-based computer business (stuff like computer repair, hardware/software/OS upgrading, data recovery, consulting, etc.). I would be using a DBA title too. My place of doing business would be from my home (Charleroi, PA), and possibly going out to client's houses. This would be a sole proprietorship business. I am also interested in doing some freelance (or contract?) work for other businesses that need IT work done. I'm somewhat clueless as to where to start though, and the number of forms, permits, and licenses that might be required is somewhat daunting. I'm hoping someone could just clear up some things: 1. Approximately, how many forms and permits would I have to do/have? 2. What would the approximate cost for these forms and permits be? (I don't believe the forms cost anything though) 3. Lets say I do get my business started (with the services above), but later decide I want to be a reseller of cell phone plans and other things. Would I need to fill out/acquire additional forms/permits before I can start doing that? 4. Is it possible that what I want to do is considered a hobby? 5. Does freelance or contract work require me to have a registered business? 6. Does hobby work require me to have a registered business? If not, what defines such work?
