Does an internet only business need a local seller's permit

Hello,
We are going to be selling a computer program on the internet - that has no
physical mass as it will be a downloadable.
We have no physical office or inventory.
Do we need to get a business license from our city? Escondido CA
We have formed a LLC.

According your local government's website:
All businesses in the city of Escondido are required to obtain a business
license. Please contact the Business License Division at 760-839-4659 for
information on how to obtain one.

I would also suggest you find a local SBDC or SCORE office and ask them all
your other local and state requirements. You might also have to collect and
remit sales tax - so, look into that.
