There are ways to factor invoices. But, most factoring companies will look into the creditworthiness of the invoice holder. If these people are already slow pays - the chances of having a factoring company fund these invoices is slim. There may be other options depending on need. Have you looked into micro credit loans? They can provide up to $50K for established businesses. There are also a few non-bank companies that could fit your need - if banks lending is out of the question for you. Also, is the company licensed with Medicare/Medicaid in their state. If not, look into this. The state, as the invoice holder, would be much more bankable to financing companies and would probably pay on time. Lastly, it might be time to re-work your payment and collection strategy. Example, could be to have the customer pay some up front and pay more often - say weekly or every other day.
