Event/Wedding Planning Websites - Do it yourself or hire someone?

I am in the works of starting my home-based event/wedding planning business.
I wanted to know should I hire someone to create a website for me or do it myself? I am strapped for cash which is why I'm asking. I am pretty tech savvy and should have no problem creating one. I just need to know what software should I look into. What's the difference between Website Designer and Website Programming?
I've done my research online and there are so many to chose from. So it makes it quite difficult to know which one to select that works best for me and my type of work. I want to be able to have pics/music/tabs to make selections, etc.
BUT, I also know how the saying goes 'you get what you paid for'; therefore I really would not want to waste my time and money. Know what I mean?
Any suggestions anyone? I could really use the help on this topic.
