It is a job, isn't it? I belong the my state's 'Business Owners Association' which keeps me up to date on major changes in state law. I also belong to my county's Chamber of Commerce, which helps to inform on a county level. At a local level, I talk to other business owners and read the local newspaper to try to keep up to date.

If your state has a business web site, you might check it on a regular basis. My state has a site that includes a 'wizard' where you can enter information about your business type and then get a list of agencies and the issues they regulate. By checking the site a couple of times a year, a business can usually find information about new regulations. The site also contains an area where pending changes in regulations are posted. (This assumes that your state web site is regularly maintained, which is a must for credibility.)
